FEMA blue roof tarps on buildings in Gulfport. These tarps are available from FEMA by calling 1-888-ROOF-BLU, and there were hundreds of them installed around this area in the weeks after Katrina hit. The idea is that the tarp can provide temporary shelter to protect the structure from wind and rain until people can work with their insurance companies or otherwise arrange for roof repair. FEMA sends out contractors to install the tarps at no charge.
