These men are riding into Delhi on camels, coming from the desert-like Rhajastan area to the west. For an American, it's a strange thing to see all the animals on the street in India: camels, elephants, cows, horses, mules, monkeys, and many others.

I visited the zoo in Delhi, where I saw Indian people watching coyotes and deer in fenced pens. I guess they'd find it strange that coyotes and deer wander across my back yard sometimes, just as I found it strange to pass elephants and camels on the street.
